I assume that you mean when the car is off, the key not in the ignition is the time when you get the 12.5 volts in your system. If this is the case, then yes you have a short. Go to the fuse block and remove the fuses one at a time and test the battery without the fuse in place. When you find you have no voltage, look at which fuse it is and look at the fuse panel to determine what component(s) the fuse protects. This testing method will help you narrow down which component is shorted. Once you find which component is shorted, trace down all the wires and fix the problem.
