Not completely dangerous, just mostly.
It is illegal in some places.
Check list:
1. Towed car MUST have wheels with inflated tires.
2. Towed car MUST NOT have steering locked
3. Towed car must have a driver.
4. Towed car must have at least marginal brakes.
5. Chain must be well attached both ends.
6. Chain must go through a pipe for all of its free length.
7. Drivers must have a set of signals agreed upon in advance.
