I'm in between tailgate harness fixes right now, been a while since. Here's what I recall might be helpful.
- A six foot stepladder was useful support.
- Use clean hands on the headliner. The hinges bolts are sealed with that messy butyl stuff.
- Mark the bolt head outlines for later assembly without alignment.
- Splice old harness and move fresh length into hinge. You could probably get three repairs out of a harness. Luxury is a new harness for each side, but they are not that expensive, I hear.
- Check out "bypass" as an alternative repair if you're not fussy about looks. The cable is run outside of the hinge.
The ground wires had really tough, stiff insulation. I sort of uncrimped the staked-on terminal ends to replace the wire with something fresh. Gotta be some way you could live with it until warmer weather, but you need tag lights at a minimum.
