Windshield vs meteor.......windshield looses.....frame replacement question 200 1986

Driving down the interstate yesterday, something came from somewhere and smacked dead center in my line of sight breaking the outer surface of the windshield.....it was a good thing I went to the bathroom before leaving work, it was quite a shock. It started out about the size of a dime but is already beginning to expand in multiple crack fashion. I called my insurance company and got a no deductable replacement OK to get it changed out. The glass shop ordered new frame clips but said they use the old original frame. Last year, I had to use Liquid Nails to keep the lower drivers side down to the body of the glass edge and the rubber part started curling about 5 years ago. My question is, is it routine to resue the old frame or should they also be replacing it along with the new clips. Somewhere I thought I read/heard that the clips and frame were to be installed as one?
