Electric 'superchargers' have been for sale on eBay for years, and as I belong to another online car club which has an emphasis on performance, we've discussed this topic in depth and I think you're never going to find an electrically-driven ram-air device (supercharger) that produces more power than it takes to run it.
Usually I see flat pancake fans from computers advertised, so this seller - despite his horrendous spelling skills - is at least a little better than that scam.
From the picture in the ad, I'd say a couple of 5" galvanized tubes, two plastic sewer line connectors, a fan (it does look pretty, doesn't it?) and a Ricer air filter are all this device requires. If you want to try one out, you should be able to scavenge up these parts for free, excluding the air filter.
If nothing else, it looks nice - and would be nicer yet if you bought a proper aluminum intake tube instead of using sewer parts!
