The 25 amp blade fuse (near the coil) can cause some weird fuel issues, depending on how bad it is. It is the MAIN FI fuse, where it all begins—and it might be temp-sensitive too.
Believe me, it's worth checking.
And it's not just the fuse that gives problems. The attached wires can also corrode and add resistance, reducing the voltage to the whole FI system, including the pumps.
It might also be a marginal (temp-sensitive) contact at fuse 12 (for Fuel relay).
P.S.
Don't bother listening for the pre-pump to "buzz" with Key on II. That doesn't happen on your car. And if it did, it would buzz the main pump too. It's not an LH thing until the LH 2.4 in 1989.
