960 transmission quit

If the PNP switch sends faulty signal the tranny will just default to a "limp home" mode, whereby its starts off in 3rd gear, then shifts to 4th. Yes the solonoids or their wiring can cause that fault. Codes will detect if a solonoid has failed.
