AT shifting problems from 3rd to 4th. 200

My kickdown cable is fine and mine won't shift into 4th until 60mph sometimes. it also shifts back into 3rd at about 45 mph. Mine has also been flushed. My next step is to get a new solenoid (bolted to the transmission) at the pic-n-pull and see if that fixes it.

Seems to be a hot subject lately and no absolute fixes.
