The standard for the HS carb is 12 flats, or two full turns from all the way up. From there some adjustment is usually needed, up to two or three flats either way to get the smoothest idle. As mentioned though, if there is any throttle shaft leakage, you will tend to richen the idle mixture to get smooth running, and this will make the driving mixture slightly rich over the entire range.
