Over tightening of the cap should not cause the shaft to bind. The issue is, have you weakened he threads? It is usually obvious by the feel as you tighten it. It hould get progressively harder to turn. If it "went soft" at the last few degrees I would have it apart and fix it somehow, otherwise leave it.
