I would think there would be steps in the FAQ's to replacing the harmonic balancer - never did it myself, though. You would have to use the rope trick in the # cylinder or buy the tool from IPD to hold the crank.
If belts do not stay on, it might be an easy check to see if the part has separated. Since belt will not stay on, hence a no run situation - marking the pully to see if the halve move would be impractical.
