It was too early for me to post (again). I read too hastily and thought you meant the "Key On Prime" that the later (and some earlier) FI systems provide.
But my reply still stands despite my blunder — that is, I don't believe the pumps ever run before/until the ICU signal is detected during cranking. I don't see anything in the circuit that would allow it. So I don't think repeated starting attempts can lead to flooding.
