122s 120-130

I have a 122s fuel gauge that spikes as soon as I turn the key on. I pulled the float, and it seems to be in working order. It looks to me like it's a grounding problem. There is only one wire connected to the float gauge in the tank. Is that correct, or is a wire missing? It looks like only one wire is suppose to go there. Does this mean that the ground should be somewhere behind the instrument cluster?
Thanks for any help you might give.
