Mike, this is really strange. A new cat should really knock out all the CO and HC. CO and HC are produced by running rich. Did your E-test give you an O2 result, or fuel/air ratio result ? Some do. If it is much too rich, there is no O2 left to burn it up on the cat. How bad was the CO and HC vs specs ?
