Brake Problem 700

My brake peddle feels fine until the engine is started. With the engine going it sinks to the floor and a soft hissing sound occurs each time it is pressed. Engine idle is not affected as I have seen in the past when the booster diaphram leaks. I've read before that there's a one way valve at the end of the booster vacuum hose. Could this be the problem??
