When you say the turm signal fuse keeps 'snaping' - do you mean when you operate the turn signals, or is just that you notice the turn signals don't work.

If it's fuse 13 blowing (count down from the top), it also feeds the seat belt reminder lights, heated front seats, and (according to Volvo) the fuel injection system - does the engine stop?
