Don't try to get it off by hammering the puller arms tighter. Just get them as tight as you can by hand.

Then hammer the end of the puller directly into the end of the axle. If 4-5 forceful blows int hat direction don't make it pop, see if you can now tighten the arms a bit more. Then repeat.
