I don't gave a PV444 parts catalog, so I can't verify by the number, but Scandcar lists a #418267 with the name "Knokkenas Opsluit Plate" which translates to Camshaft Lock-up (could be "close off" too) Plate. You could also check with Ton Bryant. He rebuilds, or used to, B16s, and might steer you to where to get the item you're looking for in the US.< tbryant@suscom-maine.net>
