Mine did read low when the thermostat was stuck open, but as you indicate, it's not an accurate thermometer.
But don't throw the baby out with the bath water. If you like everything else about your car -- or Volvos in general -- then simply install a true thermometer from any auto parts store.
All domestic vehicles that I've encounterd either have either the same type of guage or no guage at all (just a warning light). My Mercedes has an extremely accurate guage that indicates actual temperature -- very nice.
