When this occured on my car, twice, it was vacuum connections. First time the connecting elbow between the valve and the plastic hose was rotted enough to leak. The second time I bumped the connection at the solenoid while I was messing with something else.
System components are; solenoid and valve connected by vacuum hoses to the intake manifold and the pump with its control relay. (All controlled by the ECU.)
