Idling problem 200

My 240 wagon has an idling problem. It is difficult to start from cold, (this being southern California cold is a relative term) and it idles roughly until some warmth gets into it. I set the throttle blade according to Bentley and tried to set the idle speed with the constant idle system. The screw was extremely difficult to turn and had no effect on the idle speed. Theory: The idle bypass is clogged with gunk and needs to be removed and cleaned along with the throttle body. Any ideas?
