Related to the bent tie rod suggestion is the possiblity that the tie rods are adjusted with one longer than the other such that having the wheels straight ahead does not center the rack. Adjusting the rack bias will compensate, but your wheels will still turn sharper one direction than the other.

Turn your wheels lock to lock and take measurements. Do they turn just as sharply in both directions?
