Drum Brakes am I missing something?

Most brake linings are reinforced with a metal lathe to keep it from breaking into pieces when cracks occur. You'll be hitting this metal backing on bonded style around the same time as you would wear to rivets, so you are not losing usage with riveted linings. No safety inspection would allow linings to get as thin as 1/16" anyway.
