'96 850 Front End issues 850 1996

If the caliper isn't moving, what should I do to diagnose/ fix the problem? Would it be fixed by new pads? Because I was thinking about new rotors and pads all around along with new shocks, struts (and spring seats, shock seats and strut mounts) control arms, sway bar end links, and outer tie rods. After a lot of research, I'm thinking this is what the car needs maintenance-wise anyway. I dunno about the brakes though. I may have to take it to the dealer (gasp!), but would really appreciate some further info. Thanks!
