At 355,000 km mine has a nice gentle whistle when pushed, and is noticeable when the car is cold. That turbo is right through the firewall so it's only natural that you hear it. In typical Volvo fashion, even high-pressure turbos are significantly under boosted to promote fuel economy and longevity. I know of another brickhead here who has over 600,000 km on his with no issues.
Whistling is not cause to rebuild a turbo. The things spin at upwards of 100,000 rpm! After all other problem sources have been eliminated such as plugged exhaust, air leaks, faulty sensors and stuck wastegates; that only leaves lack of boost and excessive oil consumption as a reason to rebuild. Even then I'd be more inclined to look at a low-mileage scrap yard unit that hasn't been played with.
