The springs have the wiper arm pulled down as far as possible. It is bottoming out on the cast part of the arm and the springs are still tight. All I can see is to grind on the cast part of the arm to allow the springs to pull it tighter or closer to the windshield or bend the steel part of the arm.

Again, this was not an issue until I changed the blade refills.
