Sounds like overkill to me, but you could just remove the lower hose to dump out most of it. Just make sure when putting it back it is in the exact position as before and the same for the clamp.
Antifreeze does more than just not freeze. It prevents corrosion as well as overheating. I would not reccomend water wetter.
Be very careful of the plastic drain plug in the radiator, they strip very easily.
