That is in fact the air guide/splash guard. When you go through a puddle, the water is forced forward by the tire and the plastic keeps the water from going up and then back towards the S belt. Also the air pump and cruise control motor on the opposite side are protected.
The company calls it an air guide, to help the air go through the radiator rather than pulling air from the bottom of the car.
