You have probably NEVER cleaned the mating surface have you?

I rotate my summer tires half way through the 8 months they are on, with winter tires for the other 4 months. EVERY time I do, I either use a brass wire brush or a brass wire wheel on my 18.8V cordless drill to clean off the mating surface. KEEP THIS AREA CLEAN!!!

If you feel confident with your ability to apply anti-seize ONLY on that part of the surface, that should work just as well.

And as Charles Linden suggested, SLIGHTLY loosening the lug bolts, and driving the car for a short distance (a length of the car and back), is probably the safest way to loosen a stuck rim.
