Blower Motor 850 1997

Just a power stage gizzmo between the fan and the fan switch. Power stage is on the inside firewall.
But if the key is off, then there is a short in the wiring before the key switch. It could be the starter wire fell off and is touching the frame? Is the blower running backwards???
