It COULD, but most likely that's the motor that controls the flap that directs the airflow is either jammed, stuck or burned out. Do you hear any noise when you change the airflow selection thing to indicate the car is actually trying to change it? If you have the electronic climate control, do you see flashing lights when you start the car?
