I don't know what mechanism that is but I think I have the same sound on my '95 850 turbo as well. Sounds like a big fan or something and comes on for 30 seconds to a minute then turns off and if you wait long enough, it will come back on again. My car has been doing this for as long as I have owned it but I think this is normal. I wouldn't be too worried if I were you.
