If I'm reading you right, you're having to push pretty far to get braking right? Maybe half or so way down before the car starts to slow? I think that's about what my 96 NA does, so I don't really know if there's much you can do. The car still stops, just need a little more action right?

My guess on what to check next would be the brake booster.. This might help, it teaches you about the operation/ testing for a lexus though
