I had this same problem a few weeks ago. I replaced the balast resister ($50-$100), located behind the glove box and knee bolster, and fixed this exact problem with my climate control.

If you go to the Volvospeed website, you can find directions to get to the resister. All told, it took me about an hour to fix the problem.
