First, blame the tester. Any residual metal flakes will prevent a good seal. A vacuum cleaner with a small nozzle works wonders, do this for all the cylinders.

Did you try a tablespoon of oil to get the compression to rise? Need to rule out dry rings. A drinking straw with about 2 in of oil is mess free.
