P0455 thrown and Check Engine Light on BUT.... V70-XC70

Finally got a chance to get under the 70 last night and I've checked everything one last time.

All the hoses are intact. All the valves work as intended. My CEL has not come on, but it says that there is one pending code, you guessed it, 0455, and the EVAP system was not ready yet, but all others were.

I cleared it out as I had the system opened and I didn't want it to throw a false code.

I finally know how the whole system works now at least. There is large hose coming from the top of the fuel tank that I guess the fumes or gas can flow down into the canister. Then there is another smaller hose that has a connection on the top of the tank, which I've not checked yet as I don't know how to gain access to the pump yet, and also runs to the front of the car where it is connected to a valve that is closed when the car is off and then is opened for a short time by the computer to make the car run richer. The computer senses this and then shuts the valve. This valve works fine. Closes and opens correctly and makes a nice tight seal. So no leaks there.

Back at the EVAP canister there is the dreaded J-hose coming off the canister and running to another valve. I've replaced both hoses both the J-hose and the other one as they were both cracked. Both hoses here connect to another valve which is open when the car is off, and closed while the car is running so as to trap fumes in the canister while running, at least that is what I think.

The other somewhat J-hose from the valve follows another hose that runs to the fuel filler neck and some other plastic thing that I don't know what it does. I checked its hoses and they appear intact. I was able to blow air through this hose and hear it come out this plastic device that attaches to the filler tube. I been able to blow air both ways on this tube so I'm wondering is this where my leak is?

So my question is what is this device and how is it supposed to operate? If this is the culprit, how do I replace it, where do I get it, and how much is it going to cost?

Well I believe that to be it. I don't think I've over looked anything at this time except for the one hose going to the top of the tank, but I feel pretty confident that it is not the problem.
