gizmo on underside of manifold 850

I removed the intake manifold of my '94 850 for some PCV maintenance. I noticed on the underside of the manifold is a vacuum switch which moves a mechanical level. What does this switch do? Also, the vacuum line disconnect...here is it suppose to connect to - the air vacuum tower? one of the components mounted above the radiator fan??
