I used to have a great relationship with this dealer's parts manager, but that was a long time ago, and he's not there anymore. He knew Volvos inside and out. It doesn't seem the current guy does, based on our brief interactions thus far. I don't think he could advise me on this problem.

The valve snaps shut and stays sealed with 12v applied, so it seems like it's probably working properly. That leaves either a malfunctioning charcoal canister or me with a total misunderstanding of how the system is supposed to work. In any case, unless I can prove it is working correctly, it will fail California smog in this condition since it will not hold 1.5psi in the evap system. I could fix that with a 3/8" check valve, but I hate when people hatchet cars together and I don't want to do that myself (says the guy with the JB Weld-ed oil pan :).
