turbo problem 850

i have a 94 volvo 850 that the turbo was not working, (wouldnt kick in). i replace the turbo with another one that i know was working and it still would not kick in. i took it off again and notice the oil line was dry. can someone tell me what makes the oil pump through this line,would this stop the turbo from working, and what else should i look at with this turbo problem
