Regarding "won't kick in", do you mean you never see boost on the gauge nor feel the additional thrust? Check the intake hoses near the throttle body, especially the smaller S shaped hose from the idle air control motor to the larger hose just at the throttle body opening. Mine was oil-rotted and split. There was a 2" split that was venting boost right out into the engine compartment.
