There is a boost controlle solenoid on the air filter box. The vacuum lines probably need to be replaced by now. The BCS is also old and could be very dirty and clogged, ready for replacement.

The turbo oil line has no oil? It gets pumped from the block. Is the engine oil level too low? You need to determine the oil pressure and hope the oil pump is working.
