The fuel pump is capable of producing 100psi, the fuel pressure regulator keeps the psi at 38-42 depending on conditions. If the diaphram fails and fuel pours into the manifold, it will puddle there and totally flood everything.
Do you hear the pump 'priming' when you turn the key to pos II? Have you bypassed the fuel pump relay?
Testing the fuel pressure without the pump running will not give you valid results, the pressure will drop rapidly after engine/starter stops.
