What does the temperature gauge in the instrument cluster tell you? Does it easily go to 'normal' after a cold start? Does it ever go above normal?
There are cheap infrared thermometers at hardware stores/parts stores that you can use to read the actual temperature of the coolant housing at the thermostat or hoses.
Because the AC turns on the fan, the fuses and relay are fine. If it takes a while to get the engine up to operating temps, more than 1 mile, then it might be that you have a failed coolant thermostat and it is always open.
