I concur. Find a 'new' overflow bottle and replace the one you have. I think the same bottle was used through 1998.
You could get a cheap infrared thermometer and check the temp of the top coolant hose when the engine has warmed up. Fun to watch as the heat builds.
I wouldn't expect a bad headgasket because when a hot engine engine is turned off, the pressure from the coolant should force coolant back into the cylinders and your bottle would be empty sooner rather than later. But, it is always something to check.
