The other 3 bolts will hold the blower in place without any problems. Glue? I wouldn't bother.

The problem with cutting is it is difficult to reach with anything that will work. A sharp blade will not cut the plastic, can't get a dremmel tool up in there, and no room for a small hacksaw blade.

Keeping it running is better than buying new
