Do you really want the truth? 850 1996

I have the IPD ECU and cat-back exhaust, at one time I got around 15-17 psi boost, now only around 11psi. The posts on Manual Boost controllers are sucking me into the idea. There are also posts on V-speed about this. The poster states a $40 part, 5 minute install/removal option, and the ability to closely control your sustained boost level and spikes. With the upgrades that I have now, I should be running a little rich, since I don't have the larger downpipe as of yet. I'm just a wannabe Shadetree mechanic, so tell me if I'm wrong, but if I'm running a little rich at 11psi, running a few more pounds of boost may equal out the mixture? Am I right?
Or, should I try to get the boost back up to around 15-17psi by other means? Where do you guys think I should start? I already took it to an INDY shop to ask about Vaccuum leaks, they checked all the obvious elbows and told me if I had a leak it would cause an erratic idle. Idle is fine, 14mpg city with a huge gap to 23.5mpg HWY? That has really got me puzzled? I'm going to start with plugs, don't know how much diff. it will make, but I have Bosch FR7DC's in it now, any feedback?
