On my new V70, one fog light connector was hanging loose and covered with undercoating, the other was tucked up and plugged into a dummy plastic plug as it was supposed to be! (Love that Volvo QC!)
Mine is not pre-wired for the front fender turn signals, if yours is you can see the wires through the door frame inside the fender.
To install the fog lights you also have to drop the dash bottom, unbolt the knee shield, and insert a relay into the relay panel. Having fingers like ET's is helpful. You just plug the control switch in, there is a connector right behind the switch position.
The kit should have instructions.
I'm sure all 850-SVC70s come pre-wired for fogs, because the dealers would go completely bonkers if they had to run the wires themselves every time anyone wanted fogs.
Deleting the side marker wiring was worth it since it probably saved them $2/unit.
