Try the dealer V70-XC70 1999

Your guys diagnostic unit can't communicate with your '99 car but neither can the older OEM dealer hand held tool for older Volvos ('96-'98). The newer cars are diagnosed by Volvos Vadis PC and I don't know what (if any) other generic hand held scan tools can properly communicate with a newer Volvo.
I highly doubt that there's anything electrically wrong with your car (besides whatever's causing the check engine light, not usually a gas cap either these days).
Your dealers PC can communicate with your car.
