are you sure about that, i read somtime a while back that on the 96 and on the control module was moved away from the engine (i forget where) and the ony real problem is the crimps on 96 and 97 below fuse box. check the archives for a post, i think someone explained how to do it, problem is the bulletin is volvo property and cant be posted here (at least my understanding)
