Braking performance in wet weather 2000

I have a 2000 V70 with 30,000 miles. During a heavy snowstorm in February and after driving in the rain for several hours last week, the brakes did not work as well as usual. In order to get the brakes to work I would have to press much harder on the pedal and even then it would take longer than usual for the brakes to fully work.

When this happened it February, I was driving through deep snow and attributed it to snow somehow building up in the brakes.

However, it happened again after driving in the rain. This time, I was driving for well over an hour on the interstate without using the brakes at all. When I went to slow down, again the brakes did not perform well.

I assume the brakes are getting very wet (and cold??) and therefore not performing. But should this be happening?

Any ideas or recommendations?
